Can I create a new library?

New libraries cannot be created in Quinto. If you want to add a library that we don’t offer, there are two options. First, you can rename an existing library that you’re not using such as additional information or working conditions to repurpose it for the content you want to include. Second, for simpler requirements, you can create a custom job property to capture that information rather than using library items.
